Cotw discussions

As a cotw moderator, I think a cotw draft section need to be created. first we have to justify the article in there and then Me or Tariq can move it to the main section.
and for the new writers, I think we must judge their articles first,then we will promote them as a cotw writer. So ,for the new members, they will pm an article to the moderators and then we will decide whether we will promote them or not.

it will be better if cotw becomes a closed group.new members will pm their first article to the cotw moderator and then he will become a cotw writer.
